Individualized Education Plan (IEP)
The IEP is a written document that describes the education plan for a student with a disability. It sets reasonable learning goals for a child and states the services that the school district will provide the child.

New IEP Mandate S3982
On July 22, 2025, Governor Phil Murphy signed Bill S3982 into law, expanding the information public schools must provide to parents ahead of their child’s annual IEP meeting. Going forward, schools must provide parents with a written statement of items to be discussed, no later than two days prior to the meeting. These items must include:
- a detailed written statement summarizing Present Levels of Academic Achievement and Functional Performance (PLAAFP);
- a list of any IEP team members unable to attend the meeting, along with providing their input on programs and services they oversee for the student;
- an invitation for parents to provide feedback about the proposed services.
Full compliance is required by July 1, 2026.

Implementation Timeline
Districts are strongly urged to implement the new requirements of P.L. 2025, c.107 for all annual review IEP meetings held during the 2025–2026 school year and to use this period to refine local policies and procedures in preparation for full compliance as required by July 1, 2026.
